Recreational League Rules and Regulations

Part 1: Registration

  1. Participation in BGYSA is open to all youths residing in the towns of Glocester, and Burrillville. Any child residing neighboring towns may be allowed to register pending review by the board of directors

 

Registration period is to extend from April through the second weekend in May of any given year. There is 24/7 on-line registration available and there will be one walk-in registration day that will take place. For any persons unable to attend the walk-in registration session, they must then register on-line.  If you do not have a computer, you can go to the local library for free internet access.

Registration notification will be posted in the Bargain Buyer, emails and at area elementary schools.

  1. Registration fees will be $65.00, with a family maximum of $160 for a family up to five for registrations paid before May 25, 2013. Registrations not paid by May 25, 2013 , or new registrations received after May 25, 2013 will be charged $75 with a family max of $190.  Any registrations not paid by June 22, 2013 will have their registration pulled and player will need to re-register for possible team placement.  Waitlist registrations will begin June 22, 2013.


The recreation committee reserves the right to add on any additional fees for raffles, additional activities, or to defray any unforeseen expenses. Cost of registration will cover uniforms, insurance, and referee fees. U5 and U6 players will also receive a size 3 soccer ball. (NOTE: full registration fee's for players dropping out will not be refunded after uniforms have been ordered, which is the first of July).

 

  1. An additional late fee of $10.00 will be required for all registrations received after the walk-in registration date in May, but will not guarantee placement on a team. Any persons registering after the deadline will be added to a waiting list kept by the registrar, and added to a team if, and only if, a player drops out, or there is room on a team which does not meet the league maximum.  Written requests for refunds received between July 22, 2013 and August 23, 2013 will be issued via check at 50% of the registration fee.  No refunds will be issued after August 23, 2013.

 

  1. BGYSA will accept waitlist registrations after July 22, 2013 and will not accept any registrations beyond July 31st .

 

  1. No new players will be rostered after the first weekend of games.

  1. Age limitations are as follows:


- Any person wishing to play for BGYSA, must be 4 years of age on or before July 31 of that playing year, and not older than 14 by Aug. 1. No exceptions.

All players in the U15 age group are still eligible to play in the recreation league, even though they may be rostered on their high school junior varsity or varsity team. It is with the understanding that your school team comes first.

Part 2: Coaches

  1. Any person interested in coaching for BGYSA Recreational league must submit an application by May 1 of any playing year.
  2. All persons submitting an application will be notified no later than the last day of June, whether they have been approved or not.
  3. The recreation director has the right to assign any coaches to teams which were not applied for.
  4. BGYSA board of directors will have final say on coaches list, which will be submitted on or before May 21
  5. Coaches are assigned to teams by 1) experience 2) enthusiasm 3) children playing 4) licensing
  6. Asst. Coaches may be picked by the Registrar or Head Coach
  7. Coaches are responsible to hold at least one practice a week, and to abide by the rules as set forth in the Coaches Code of Conduct, and to abide by BGYSA game rules.
  8. Coaches are also responsible for notifying players of any information they need to be provided with in a timely manner, including notification of team assignment by the end of July of each playing year.
  9. Any indiscretion by a coach, can be means for immediate dismissal after review by the Board of Directors.

Part 3: Team Selection

  1. All team selections will be computer generated. To ensure parity in each division, players will be divided amongst the teams by competitive experience, years played, and age.
  2. There is absolutely no "playing up" for any players within the fall recreational program.  All players play within their age appropriate division.  Only exceptions are TopSoccer players that are integrated into our regular program that may play in younger age groups for safety of player and due to ability level.
  3. Siblings will be assigned to the same team, regardless of experience. (only within the same age group)
  4. Coaches children will be automatically assigned to the parents team.
  5. No relatives other than a child will be assigned to a specific coach, unless the coach does not have a child playing, then a niece, nephew, or grandchild can be assigned.
  6. Team rosters must be approved by the board, no later than July 15
  7. There will be absolutely no switching of players for any reason, unless specified by the Board of Directors.
  8. If, during the course of the season, an adverse number of players may resign from a particular team, the BGYSA board may switch players from other teams to that one in order to keep parity in that division.

Part 4: Sponsorship of Teams

  1. The cost of a team sponsorship is $150.00 per team (3 teams will cost $400 with each additional team $100).
  2. Sponsorships are awarded on a first come first served basis. Forms to be distributed at time of registration, and will be accepted through 7/1. Forms will also be available through the BGYSA Newsletter, and mailed to past sponsors.
  3. Sponsors may request that a child be on their team, but, requests for specific coaches is not accepted, unless the coach is the sponsoring person, or is his/her company.
  4. Sponsorships include, name on jersey, picture plaque of team, and Thank You advertisement in the Bargain Buyer.

Part 5: Duties of Recreation Director and Committee

  1. Coordinate player registrations.
  2. To obtain team sponsors
  3. Coordinate any advertisements concerning fall rec. activities.
  4. Schedule all games and playoffs for fall season
  5. Coordinate Player Picture Day, Summer Soccer Camp, Pizza Banquet, and Concession Stand
  6. Schedule Referee, and coaches clinics
  7. Oversee games, and preparation of fields
  8. Obtain permit for field use at BGYSA Soccer Complex
  9. Submit list of coaches, and rosters to Board
  10. Damage control
  11. List of supplies and uniforms needed to equipment coordinator by 7/4

Part 6:Referee's

  1. Any person, age 11 through adult may referee or asst. referee BGYSA recreation games.


Requirements:

      1. Attend Referee clinic held throughout the year - watch for available classes on the state referee website http://www.risrc.net/
      2. Pass with a grade of at least 70% on the referee test
  1. There is no guarantee that an individual will be given games on a regular basis. Games are assigned depending on the amount of persons available Asst. Referee's and Referee's will be assigned approx. 2 to 3 games per weekend, in order to minimize travel time to and from the fields.
  2. Referee’s and asst. referee’s are required to report to their assigned field a minimum of 5 minutes before game time. They must report to the concession area, a minimum of 15 minutes before game time. Failure to report on time will mean forfeiture of refereeing that game. A substitute referee will fill in.

Halftime:                U7, 8, & 10's 5 mins. (2 mins. at qtrs.)

U12 & 15 5 mins. at half

NOTE: Start of each game will start no later than 5 mins. past the hour to keep schedule on time

Substitutions: U6, 7, 8, 10, 12 and 15 divisions may substitute on the fly, or at any stoppage of play.

** If opposing team is unable to field a complete team, coaches have the option of either sharing players or playing down. UNDER NO CIRCUMSTANCES will a team be allowed to field more players than the opposing team.


Fairness in Playing Rule:

    1. Each player MUST play at least 50% of the playing time.
    2. Goaltenders are not to play 100% of the playing time in net.
    3. If, in the U10 division, it is necessary to play someone more than 2 quarters, any and all Rec. players will play first, if necessary, then, competitive players may play a third quarter.
    4. In the U10 and U12 division, a player may not play in the same position for all his/her playing time. Positions must be changed throughout the game.

Referee's: The decision of the referee is final. Any opinion about referee performance can be discussed with the referee in chief or a board member after a game. Under no circumstances, is a coach to directly question a referee about a call.

 

Red Card's:

    1. A red card issued to a coach will result in ejection from the game and property, and also the following game.
    2. A second card in a season may result in suspension from the league pending a review
    3. A player receiving a red card will be ejected from the game
    4. A second red card will result in ejection from that game, and suspension for the proceeding game.

 

Spectators: In the event of an unruly spectator, the referee will inform both coaches. At that point, the coaches will approach the spectator to calm him/her down. If the disruption does not cease, he/she will be asked to leave the property.

Side of Field: The coaching staff, and players, will be the only ones allowed on their side of the field. Coaches in the U6, division may be on the field with their players. All other coaches must remain on their half of the field.

Endlines: No spectators are allowed to sit within 10 feet of the endlines.

Touchlines: Spectators and players must sit at least 3 feet away from touchlines.

Game Results: No standings will be kept in the recreational league.

Playoffs: A round-robin type tournament will be held at the end of the season to determine division winners in the U10, U12 and U15 divisions only. There are no playoffs for the U5, U6, U7, and U8's.

Goaltenders MUST be changed at the start of each new game.

Playoff Procedure: This information will be released before playoffs begin.

Infractions: Any infraction in the U6 through U8 division will result in an indirect kick. Infractions in the U10 through U15 divisions can result in either a direct or indirect kick.

Track Area: Only players and coaches are allowed inside the track area. Teams waiting to play must remain outside the fencing until the completion of the preceding game.

Offsides: There is no offside rule in the U6, 7, and 8 divisions. U10, 12 and 15's will adhere to rules set forth by FIFA.

Pre-game Warmups: Each team must warm up prior to taking to the field. Time constraints do not allow any practice time before the game.

Start Times: All games will start no later than 5 minutes past the hour, whether each team is ready or not.

Injured Players: Any player injured must leave the field, including the keeper. Players can be brought back into the game after injury has been assessed

Slide Tackles: Absolutely forbidden in the U6 through U12 divisions. Infraction will result in an immediate yellow card, and a penalty kick. A second infraction will result in a red card, and penalty kick. Slide tackles are permissible in the U15 divisions, providing that coaches instruct players in the proper way to tackle. Laces up and to the ball only. Infraction to this rule will result in an immediate yellow card.

Game Equipment: It is the responsibility of the referee to see to it that the game bags are at the fields before the start of the games.

Trash: All coaches are to see to it that all trash is picked up on both sides of the field at the conclusion of their games.

Uniforms: BGYSA provides a jersey and socks to each player. (also, shorts to U5, U6, U7 and U8's)

It is the responsibility of the players to have shinguards, and cleats. Shinguards are mandatory.

All keepers will wear colors that distinguish them from the rest of the team.

FIFA Rules: Except for league rules as listed above, all rules of play as set forth by FIFA will be implemented by BGYSA staff, and referee's during match play.

Inclement Weather: In the event of inclement weather, cancellations will be posted on the BGYSA web site (www.bgysa.org). Coaches will be notified also by email, as soon as possible. Coaches are to notify their players. Make-up games will be scheduled for a later date, but cannot be guaranteed.

Supervision of Rec. League Events: All board members are required to supervise at least one Recreation league activity during the course of the season (games, photo day, pizza banquet etc.)
